I think the actual volume is closer to 22 liters. That's close on two dimensions and like most soft bags, the actual depth will be greater than 6.5". I see two sizes: 18" x14" x8" for other than budget airlines and then 16.5" x11.8" x7/9" (42x32x20cm) for the RyanAir actual sizer measurements.
