I think the actual volume is closer to 22 liters. That's close on two dimensions and like most soft bags, the actual depth will be greater than 6.5". The Osprey Daylite 26+6 was designed for this use. Feature set is debatable and the volume is more like 28 liters. The Cabin Zero Classic 36 is an example for fit at 45 x 31 x 20 cm / 17.7" x 12.2" x 7.9". I had to be realistic and decided that the few extra features on the Antero was not worth the extra money, and my GR1 is on its way to my house. With the discount, the GR1 was about 80 less than the Antero without the belt. Going by dimensions is usually more helpful. However, after I learned about Gorucks discount for veterans, I looked more closely at the GR1.
Another complication is that bags in that size range often have inaccurate volume specifications. The Wire Dopp is essentially three pockets for you to dump whatever you want into it.
GORUCK, on the other hand, likes to give you one giant space to make it your own with cubes and pouches like on the GORUCK GR1. What budget and what location are you buying from? FYI, 18" x14"x8" is 33 liters, so 35 liters will be too big. Aer has been known to provide thoughtful organization for their backpacks and packs. Length is the real challenge and than actually filling those odd proportions is another. How close to you want to come to the "legal" under seat size and which airlines? I see two sizes: 18" x14" x8" for other than budget airlines and then 16.5" x11.8" x7/9" (42x32x20cm) for the RyanAir actual sizer measurements.
